411 water under shaft log flange

There looks to be a very small amount of water collecting under the triangle flange on my shafts. Is this normal or something to get checked out? Picture attached.

anchor chain splice

We have been a member here for a couple of years. We have a 08 391 in Seattle. After last year we have decided to add more anchor chain. I believe it's 3/8 HD. The problem is the splicing link.
